Lila Bailey is Senior Policy Counsel for the Internet Archive, a 501(c)(3) digital library. Lila leads the team responsible for the legal and policy strategies supporting the Internet Archive's mission to enable Universal Access to All Knowledge. She has spent her career as a passionate advocate of democratizing access to information, culture and educational resources. In 2020, Public Knowledge recognized Lila’s contributions to public interest technology policy as the 17th annual winner of the IP3 award in the category of Intellectual Property.

Prior to joining the Internet Archive, Lila started her legal career as an IP litigation associate at Perkins Coie, where she earned the firm-wide Pro Bono Leadership award for her work on a copyright case representing the Internet Archive. In 2007, she worked as an IP Fellow for EFF and later became counsel for ccLearn, Creative Commons' education division dedicated to supporting Open Educational Resources. From 2011-2013, Lila managed and mentored law students on cutting edge public interest technology matters as a Teaching Fellow in the Samuelson Law, Technology & Public Policy Clinic at Berkeley Law. In that role, she lead a team of student attorneys to present on the importance of flexible exceptions and limitations for libraries at the Global Congress on IP and the Public Interest in Brazil. She then started her own solo law practice where she regularly counseled libraries on the application of fair use and other copyright exceptions. Lila also taught the Fundamentals of Internet Law as a Lecturer at Berkeley Law from 2015-2017.

Lila holds a JD from Berkeley Law and a BA in Philosophy from Brown University.
