An introduction to OpenRefine, a cross-platform open source tool for cleaning messy data.
OpenRefine is a powerful tool for working with messy data: cleaning it; transforming it from one format into another; and extending it with web services and external data.
This tutorial demonstrates the basic functionalities of OpenRefine, and will also demonstrate how to reconcile data with Wikidata. Suggestions of interesting datasets to work with are welcome!

Using Transkribus - Background and Demo

This workshop enables participants to use the Handwritten Text Recognition (HTR) tool Transkribus, a way of rendering historical manuscript material into machine-readable printed text. It showcases how to upload document images to the platform, run automated features like line segmentation and layout/document analysis, as well as how to train an AI-enabled model to automatically transcribe text. Once a trustworthy rendition of the text is transcribed as machine-readable text, institutions and scholars can begin to make the past readable and accessible through audio software and other digital methods.

The generative video and sound consist of minimal elements - geometric shapes and sinusoidal waves - yet the modulation and collision of each element result in complex forms, namely a glitch. Music Showcase - Olivia Kuper Harris

Los Angeles based singer, songwriter, and producer, Olivia Kuper Harris, grew up in a musical family in Dallas, Texas. As a traveling family, often living out of their VW van for months at a time, Harris passed the hours plugged into her CD player, writing music and escaping into the worlds of pop, R&B, and soul.

Her independent album, Juicy, hit #12 on the Top 100 R&B/Soul ITunes Charts this past year. Her Pop/R&B EP, Luvtrovert, dropped in July of 2021, and has quickly become a chill R&B playlist favorite.

Harris also has a passion for jazz and has performed 7 national and international tours with Jazz band, Postmodern Jukebox, since winning their international talent search competition in 2017.

Harris’s voice has recently been featured over the opening credits of the MTV documentary, “Each And Every Day”, and in “The Playroom” film, which landed her a write-up of The New York Times, “Ms. Harris is quite a singer. Over the closing credits she delivers the eeriest, loveliest version of “Up on the Roof” you’re ever likely to hear.”

Adbusting Big Tobacco: Culture-Jamming, Plain Packaging, and Social Marketing

This paper explores the debate over intellectual property and tobacco control - focusing on various efforts to neutralise the powerful advertising campaigns of Big Tobacco. There has been a tradition of culture-jamming against Big Tobacco's advertising - with Australia's B.U.G.A.U.P. graffitists, Canada's Adbusters, and John Oliver's segment on 'Tobacco', featuring Jeff the Diseased Lung. Under the leadership of Health Minister and Attorney-General Nicola Roxon, Australia passed legislation, mandating standardized packaging of tobacco products. The introduction of plain packaging of tobacco products has been defended by Australia in the High Court of Australia, an ISDS hearing, and the World Trade Organization (WTO). The measure has since been adopted by a dozen other nations in an effort to combat the global tobacco epidemic. A number of pioneering public health-minded countries - such as New Zealand and Finland - have gone further and have been formulating policies and strategies to achieve a tobacco endgame. In this context, this paper contends that the Creative Commons movement could play a socially useful and productive role in social marketing and behavioral economics - through promoting public health policies and initiatives, and counteracting tobacco advertising and social media.In other words, the Creative Commons could help foster a Public Health Commons.

Australia's TRIPS Waiver Wobble: Intellectual Property, Access to Essential Medicines, and the Coronavirus COVID-19

In 2020, South Africa and India proposed a TRIPS Waiver to help facilitate the manufacture and dissemination of vaccines, treatments, and diagnostics in the COVID-19 crisis. In 2021, after some deliberation, President Joe Biden said that the United States would support for a TRIPS Waiver for vaccines - given the exceptional circumstances. In response, a number of other countries - such as New Zealand - followed suit. While playing a key role in vaccine dissemination in the Asia-Pacific, Australia's position on the TRIPS Waiver remains equivocal. While recognising the need to share vaccines for the good of humanity, Australia's Prime Minister Scott Morrison was reluctant to commit Australia to support the TRIPS Waiver. Australia wasdependent upon Pfizer to fulfil its vaccine supply - and seemed wary of offending Pfizer, which is a strident opponent of the TRIPS Waiver. The Morrison Government was been under pressure from opposition parties, the union movement, and civil society organisations to commit to a TRIPS waiver. Finally, in September 2021, Australia's Trade Minister indicated that the Morrison Government would support the TRIPS Waiver. Nonetheless, Big Pharma remains implacably opposed to a TRIPS Waiver, and has mounted an extensive lobbying campaign against the measure. The European Union, Switzerland, Norway, the United Kingdom, Japan, and a number of other countries continue to resist the adoption of a TRIPS Waiver.

Synergies between Open Education and Open Science: OER Development, Projects and Trends in Austria

The contribution provides an overview of recent OER activities in Austria (Europe), focussing on “Open Education Austria Advanced”, a current project of several Austrian universities in the field of digital innovation of teaching in higher education by developing a national infrastructure for OER. Aims of the project are the so-called OERhub offering access to OER from the Austrian higher education area, local institutional OER repositories and an OER certification including trainings, all in the context of supporting communities that practice open access to education in Austria.

AI Commons: reconciling open content licensing and AI training

AI training with CC licensed material is a challenge to open licensing models and philosophy, which has been signalled in the open movement for several years. At least since 2017, when IBM used CC licensed photos, obtained from Flickr, by IBM for AI training. The "AI_Commons" project has been launched by the Open Future Foundation to investigate this case, seen as emblematic for a range of challenges that signal tension between open licensing and protection of basic rights (like privacy). During the session we will present initial results of our investigation of this case.

OpenSpeaks: an OER aimed at citizen digital language archivists wishing to make their multimedia content accessible

Citizen archivists that document low-resource languages using audio or video face a range of structural and functional constraints -- from financial to social to educational and technological. This often makes it really hard to include digital accessibility considerations while publishing the media content. The OpenSpeaks toolkit that was built keeping such archivists in mind is currently extending its open educational resources through a bottom-up research initiative with support from the UNLOCK Accelerator of Wikimedia Deutschland.

The DSA is intended to set the scene for online platforms for the upcoming decade, as the Ecommerce Directive did previously. In putting in place a framework applying to all intermediaries online (from passive infrastructure providers to online platforms and marketplaces), it runs the risk however of creating spillover effects whereby the logic applying to content and products gets mixed up by policy makers, to the detriment of online freedoms.
Whilst the proposals put forward by the European Commission are more or less acceptable, the discussions unravelling in the European Parliament and Council comprise already many red flags at an early stage of the dossier.

Drug Icon for Medication Instruction

Having graphics to visualise and supplement wordy medicine prescriptions is to help elderly, carer and ethnic minorities to well communicate the medication instruction which is a small yet important step in promoting medication adherence in “ageing in places”, self-care and social inclusion.

We conducted research on the drug labels globally, and with the help of local medical professionals and communication design professionals, we have created 30 unified, localised and user-friendly Drug Icons and public health education materials in Chinese, English and Urdu, under Creative Commons licenses.

Drawing upon qualitative empirical research, this paper considers the debate over the right to repair in Australia. This paper evaluates the issues paper released by the Productivity Commission on the right to repair. It considers the fragmented approach to the right to repair under various disciplines of intellectual property. This paper examines the issues raised by the right to repair in respect of consumer rights and competition policy. It also explores how a right to right deals with product stewardship, e-waste, sustainable development, and climate change.

Inefficiency of the TRIPS Agreement’s Article 31bis Mechanism: The Bolivia-Biolyse Case

Article 31bis, the first amendment to TRIPS Agreement, which entered into force in January 2017, aimed at giving effect to Doha Declaration’s Paragraph 6 flexibility. Since March 2021, Biolyse Pharma – a Canadian company - has been trying to use the Article 31bis mechanism to manufacture COVID vaccines. In May 2021, Biolyse signed an agreement with Bolivia to provide COVID vaccines subject to grant of compulsory licenses under the Article 31bis mechanism. This presentation endeavours to critically evaluate the effectiveness of this mechanism with a special focus on Bolivia-Biolyse case study.

FOSTWOM is an EU-funded ERASMUS+ project which aims at developing content and tools to support gender-balanced STEM MOOCs. FOSTWOM toolkit promotes gender-equality training on the job and can help to recognize situations of gender inequality soon enough to correct them or implement alternative solutions. The way people seek out information online is rapidly changing. Screens are optional, and people receive content in bite-sized pieces tailored to their specific queries. Musical Showcase- Rocky Marsiano

Rocky Marsiano is the instrumental/beats project of the Portuguese old school producer/MC/DJ D-Mars. "The Pyramid Sessions", its critically highly acclaimed debut album (Loop:Recordings) from 2005, with a strong jazz influence, opened doors for the project to start performing live. With the releases of its 2nd album (Outside the Pyramid) and 3rd album (Back To The Pyramid) D-Mars further explored jazz fusion by adding elements of soul/funk and Brazilian music (his mother was raised in Rio). The fourth album "Music For All Seasons" was entirely produced in Amsterdam, where D-Mars is now living, and is a tribute to his mother's Brazilian records.

His latest releases "Meu Kamba", "Meu Kamba Vol. Dois" & "Meu Kamba Três" bring a fresh element to Rocky's production: music from Angola, Cabo Verde, Guiné Bissau and Mozambique. Receiving a lot of international praise, "Meu Kamba" albums are a colourful journey through the great rhythms from these Luso-African countries. All "Meu Kamba" records were originally self-released on 12" vinly and afterwards released digitally by Akwaaba Music from Ghana. A follow-up 7" vinly release called "Ritinha/Djó Djó" was also very well received by the DJ community (p.e. by the likes of Osunlade).

Rocky Marsiano has performed at all the main venues and festivals in Portugal, (p.e., ALIVE, Vodafone Mexefest, Lux Frágil, Gulbenkian, Super bock Super Rock) and was selected by BBC1's DJ and music ambassador Gilles Peterson as part of his night at Casa da Música (Porto). He also DJs regularly at some of Lisbon's main clubs and has DJed at the official Womex 2015 DJ showcase summit in Budapest.

The Copyright Act Review Process in Canada: Advocacy Takeaways

In 2017 a statutory review of Canada’s Copyright Act was launched. The Standing Committee on Industry, Science and Technology received 192 written briefs and heard from 263 stakeholder witnesses in meetings. In June 2019 the committee released its report with 36 recommendations; however an election was then called and no changes to the Copyright Act were implemented. The next Copyright Act review is scheduled to begin by the end of 2022.
We have spent the past three years analyzing stakeholder participation in the review. In this session, we will provide an overview of the review process in Canada. We will share our findings about the participating stakeholder groups and the top stakeholder recommendations for changes to the Copyright Act, as well as the committee’s own recommendations. We will highlight recommendations from higher education and libraries, which emphasized user rights and flexibility, and will touch on those addressing open access and Crown copyright. We will conclude with our thoughts on what stakeholders should consider in future advocacy.
Attendees will leave with an understanding of the Canadian copyright review process, focusing on the role and impact of stakeholders, as well as ideas for future advocacy in copyright reform.

How Open Data can Drive Transparency and Transformation in Virtual Universities

The pandemic era has forced universities worldwide to pivot to online learning platforms with lessons emerging daily about the challenges that students, faculty, and administrators face. Access to open data is largely an untapped goldmine that could improve learning outcomes and reduce the higher dropout rate associated with virtual education. As a matter of fact, only 1 in 5 virtual universities have reported their annual data on the National Center for Education Statistics website. As such, there is no transparent data system that could have helped optimize virtual learning. Virtual universities can foster transparency by releasing new datasets on graduation/course completion rate, periodic financial reports, as well as expand already existing datasets like enrollment statistics and student base.

Our session will review the impact of COVID-19 on virtuial learning and what this means for the future of education. We shall also review how access to key data sets can help to optimize learning online.

This session builds upon our Honourable mention from the Stanford University Open Datathon where we emerged Top 3 under the Policy and Advocacy Track of the Data Hackathon. We believe this session is an unexplored area of intellectual inquiry and we look forward to building this conversation with you.

More and more content creators like musicians, photo-/videographers, bloggers and journalists are dependent on digital platforms to host and share their content. Most of the power to decide who can upload, under which conditions is exercised through a lengthy Terms of Service page. Online legal documentation created by legal teams to protect the digital platform, not per se to support makers.

We need your input to improve a new tool we are building, TakeNode(.org). Would you like to empower creators? Or just want to see and test what we have built so far? And why? Join us!

On Sep 22 we shared TakeNode with a group of designers, activists, coders, students and social hackers. They really like the simplicity and the effort to transform something really boring (copyright law, terms of use, license agreements) into a 30-60 second effort to protect creative works before uploaded to the internet. Some questions we can maybe reuse during this session:

Will you offer this tool in other languages except EN/NL so it becomes more accessible to creatives around the world?
Can you take the open source code & structure from this tool and replace the generic licenses/intentions with CC licenses? How will this benefit the CC world?
Are there content sharing platforms (e.g. the ones who have to comply with new copyright laws) showing interest in copy/pasting the mechanism as part of their upload procedure?
Can this tool be used for public domain works / GLAM? Can we replace the "content creator" with "archivist" or any other professional responsible for a collection of digital works?
You are using a clever way to offer content creators a 'verified by' status but how can you scale this to other parts of Europe, America... the world?
Is Google interested to use this for content uploaded to YouTube?
Who will own this initiative and how can you safeguard I can do a reverse lookup in 10 years' time and still find the metadata of the work, rightsholder, timestamp etc. ?

Revitalizing the Flickr Commons Program: Very Long Term Thinking about Keeping Digital Cultural Heritage Safe

For the last six months, we've been researching and planning for how to revitalise the Flickr Commons program. Invented in 2008 and launched with the Library of Congress as its first partner, the primary goal of Flickr Commons was to share hidden treasures from the world's public photography archives. Since then, the program has grown to several million photographs from 114 cultural institutions around the world, but has limped somewhat under different corporate owners -- until now. Licenses Creative Commons for the Open Science in Humanities and Social Sciences Repositories

The open science in the field of research in the humanities and social sciences to enhance access and visibility to research data and publications has motivated the need to implement librarianship standards, licenses creative commons (CC), FAIR principles for ensuring reproducibility and openness to such resources and others. In this document performs a content analysis of CC how options for opening data and scholarly publications in repositories in the humanities and social sciences for foster the access and interoperability reuse of these resources.

16:45–17:15 Sci-Fi-London 48hr Film Challenge: Making Magic With GenieMo
The production was created for the Sci-Fi London 48-hour Film Challenge over the course of 48 hours in September 2021 by a completely remote team. It uses a combination of multi-dimensional motion arts technologies. On the day of the challenge, the creators were given the TITLE of the film they will make, some DIALOGUE, and a list of PROPS that must be seen in the film, one of which was a hat. This film features the hat of Marshall McLuhan. The production will be presented by Marius Matesan, James E Marks, Bhuvana Meenakshi, and Andrew McLuhan. Introducing the Open Education Cross-Canada Coffee Chat (OECCCC): Fostering an OE Community of Practice in Canada.

In this presentation we will talk about CARL's Open Education Cross-Canada Coffee Chat (#OECCCC), a monthly series of community calls that aims to foster an open education community of practice across Canada. During this presentation, we will share lessons learned as the calls have evolved, how we choose topics, the formats we use and have considered, and our experimentation with ways to encourage discussion and to promote community participation beyond librarians. Finally, this session will provide examples and tips on how to start a national (or even regional) community of practice series.

GLAM Project for Access to Community Newspapers

Newspapers often represent the most extensive documentation of a community’s past. Across Canada, newspapers are struggling and many have closed. From local libraries and archives stewarding their community newspapers to provincial and national strategies, the GLAM community is responding proactively to the challenging local news landscape. Research on permissions for newspaper digitization and access in the GLAM sector, and the possibility of using CC licenses are being explored and will be reported on in this session.

Pump Up the Volume: The Importance of Listening to Stakeholders in Copyright Reform and Regulation

Modern attempts to control the flow of information and culture are being influenced not by creators of information and culture but by corporate lobbyists who want to own it. US lobbyists have influenced the development of copyright in South Africa and Canada this year. Creators and especially Indigenous peoples should be consulted on ways to foster and protect their cultural production. Education should be a two-way street: Creators need to understand their rights and alternatives, but those creating those rights and alternatives must also be educated by the creators.

You’re Allowed to Remix it, but can You? Exploring Portability: The Measure of how far OER can Travel

“Remixing,” as one of the “5R’s,” is one of the key advantages of Open Educational Resources (OER). But can most of the OER being produced today actually be remixed?

In this session, open advocates Learning Equality will lead an investigation into portability: the quality that determines whether digital content is able to reach as many audiences around the world as possible.

We’ll invite participants to evaluate their own or others’ resources with regards to a portability checklist, create indicators collaboratively, and explore ramifications for evaluators, creators, and technologists.
